The invention provides an external flotation-assisting plate made of a flexible material and a rapidly mounted breakwater of a safety protection buoy, and relates to the technical field of marine engineering, wherein the rapidly mounted breakwater is simple in structure, can effectively play a role of wave dissipation, and is low in cost, safe and reliable. According to the technical scheme of the invention, a flexible external flotation-assisting breakwater comprises a water bag, a flotation assisting plate, a safety device and an anchoring system; the water bag is a horizontally placed cylindrical structure and is filled with water; the flotation assisting plate is fixed on the cylindrical surface at the top of the water bag; the safety device comprises two buoys parallel to the water bag and navigation lights arranged on the buoys; the buoys are arranged on two sides of the water bag; the anchoring system comprises an anchor chain connecting ring, an end cable, side cables and an anchor; the anchor chain connecting ring is arranged on the outer side wall of the water bag; one ends of the end cable and the side cables are fixed on the anchor chain connecting ring, and the other ends of the end cable and the side cables are fixed to the anchor.
