The invention provides a modifier for magnesium oxychloride cement as well as a preparation method and applications thereof. The modifier contains H3PO4 and/or styrene-acrylic emulsion; and preferably, the modifier is composed of H3PO4 and styrene-acrylic emulsion, wherein in parts by weight, the modifier is composed of 0. 5-2 parts of the H3PO4 and 0.5-5 parts of the styrene-acrylic emulsion. By using the modifier provided by the invention, the water resistance and early strength of the cement are significantly improved.
