Provided is a manufacturing method for a flat top roof leak-proof cement floor. The method is characterized in that sand is washed, dried, heated to 180 DEG C to 250 DEG C, immersed into silicone oil, cooled, and drained to fabricate waterproof sand, the roof floor is coated by waterproof adhesives or laid by an asphalt layer, then the waterproof sand is laid, and finally a concrete floor is casted on the waterproof sand layer.
