The invention discloses a polycarboxylic acid high-performance water reducing agent and a preparing method thereof. The water reducing agent is mainly prepared from methyl allyl polyethenoxy ether, acrylic acid, mercaptoacetic acid, ascorbic acid, hydrogen peroxide, sodium hydroxide, maleic anhydride, sodium phosphite and purified water. The water reducing rate of the polycarboxylic acid water reducing agent is up to 45%, can well meet the requirements for high water reduction and slump retaining of concrete, and is insensitive to temperature, high in cement adaptability and easy to obtain, and the preparing technology is simple.
