The invention discloses a method for preparing a cement-based composite cementing material from cement, steel slag micro-powder, superfine slag powder and fly ash. Based on the total amount of 100 percent, the cement-based composite cementing material is obtained by mechanically mixing the following components in percentage by mass by virtue of a mixer: 60 to 80 percent of cement, 5 to 20 percent of steel slag micro-powder, 5 to 20 percent of superfine slag powder and 5 to 20 percent of fly ash; the specific surface areas of pulverized steel slag micro-powder, superfine slag powder and fly ash are controlled to be 400 to 600m<2>/kg respectively. According to the method, a preparation process for the cement-based composite cementing material is simple, the solidification time is prolonged, hydration heat is reduced, the 28d strength of the cement-based composite cementing material can meet the grade requirements of corresponding cement grades, the post strength of the cement-based composite cementing material can be obviously strengthened, the utilization rates of steel slag micro-powder, superfine slag powder and fly ash can be remarkably increased, the accumulation of industrial waste can be reduced, environmental pollution can be reduced, and remarkable economic benefits and social benefits are created.
