The invention provides a method for solidifying sludge of the bottom of a river or a lake firstly and then conducting excavation. The method includes the steps of cofferdam water pumping treatment, in-place solidification treatment, and solidified sludge excavation. By the adoption of the method, the waste sludge of the bottom of the river or the lake is solidified in place into soil or high-quality stuffing with the low moisture content, the sludge is then excavated through a common excavator and transported through a common transport vehicle to a storage yard or applied to engineering, environmental pollution is avoided, the problems existing in transportation and stacking of the waste sludge are solved, and meanwhile the solidified sludge can be used as a stuffing resource in engineering construction, so that energy is saved.
