The invention discloses a construction method and structure of an earth rock cofferdam seepage-proofing system. The method is suitable for constructing the seepage-proofing system of small-medium hydraulic and hydro-power earth rock cofferdams. According to the method, a concrete seepage-proofing wall or high-spraying plate wall structure usually used in large hydraulic and hydro-power earth rock cofferdams is eliminated. Seepage-proofing is carried out on a cofferdam body through a composite geo-membrane, and seepage-proofing is carried out on a cofferdam base through a clay cutoff trench. The top edge of the composite geo-membrane is closed through face layer concrete on the top of the cofferdam body. The bottom edge of the composite geo-membrane is combined with the clay cutoff trench through cushion layer concrete to form a closed seepage-proofing system. The composite geo-membrane is arranged in the earth rock cofferdam, the clay cutoff trench is formed in the cofferdam base, the seepage-proofing system is formed, and therefore the requirement for flow guiding in the small-medium hydraulic and hydro-power engineering construction can be met. Compared with a traditional seepage-proofing manner, the construction difficulty is lowered, the engineering investment is saved, and the construction period is shortened.
