The invention provides a construction method and a construction device of a pendulum electric eddy current tuned mass damper. The construction method of the pendulum electric eddy current tuned mass damper comprises the following steps of: building a moulding bed on a support floor; assembling a mass box system on the top surface of the moulding bed; assembling an electric eddy current system on the support floor or on the support floor slab of any floor under the support floor; descending the mass box system through an ascending and descending system so that the mass box system is separated from the moulding bed; dismounting the moulding bed; descending the mass box system through the ascending and descending system; and performing butt joint on the mass box system and the eddy current system. The construction method and the construction device have the beneficial effects that the mass box system and the electric eddy current system can realize the parallel construction; the construction period is reduced to a great degree; and the construction safety of the electric eddy current system is also greatly guaranteed due to the existence of the moulding bed arranged at the bottom of the mass box system.
