The invention provides a steel rail damping fastener which comprises a base, a floating liner plate, a vertical displacement constraint vibration isolating pad, a lateral displacement constraint vibration isolating pad, a bolt and an elastic pressing piece, wherein the base is arranged on a sleeper and is provided with a base bottom plate and a base side wall extending from the side direction of the base bottom plate; the floating liner plate is arranged on the base and is provided with a liner plate bottom plate and a liner plate side wall extending from the side direction of the liner plate bottom plate; the vertical displacement constraint vibration isolating pad is clamped between the liner plate bottom plate and the base bottom plate; the lateral displacement constraint vibration isolating pad is clamped between the liner plate side wall and the base side wall; the bottom of the bolt is arranged in the sleeper, and the top of the bolt is sequentially provided with a sandwiched gasket and a nut; the elastic pressing piece is arranged between the sandwiched gasket and the floating liner plate, and a steel rail is pressed on the floating liner plate by the elastic pressing piece. The steel rail damping fastener provided by the invention can effectively solve the problem of environmental vibration caused by train running.
