A large-gap space is formed in the filler and used for storing water and serving as an activity space for aquatic organisms. The filler has a function of serving as a microorganism carrier. Occupied land can be saved, and a water quality purification function and a flood drainage function can be achieved while water is effectively stored and supplied; the land structure is improved, aquatic ecological rehabilitation can be achieved, multiple functions of greening, parking, public activity and the like are achieved, and the water storage facility is a comprehensive-utilization type building facility which saves land and is low in cost and engineering difficulty and high in input-output ratio.
