The invention provides an adhesive for producing new construction materials by utilizing construction wastes and industrial residues. The adhesive is characterized in that inorganic construction wastes and inorganic industrial residues are used as raw materials, and can be mixed irrespective of proportions or used independently without clay; the adhesive is added in different amounts according to different molding requirements to prepare powder or mud which can be processed into brick or tile shaped materials; and the powder or mud is molded and burnt to prepare a new construction material. The specific ratio of the amount of the adhesive to the total amount of the adhesive and the wastes or residues is 1-20%.
