The lower-chord panel point fastening device comprises a support rod connecting element, wherein a support rod end plate is arranged in the support rod connecting element; a crisscross arc-shaped insertion plate is arranged between the bottom of the support rod end plate and the support rod connecting element; an inwards concave cable passing ball cavity is formed in the bottom of the crisscross arc-shaped insertion plate; the lower end of the support rod connecting element is provided with a pair of outer grooves in bilateral symmetry; a cable passing ball is formed in the cable passing ball cavity; and a cable passing hole passage is formed in the cable passing ball. The method comprises the following steps of: lower-chord panel point and prestress pulling cable installation and prestress cable tensioning.
