A plant planting device comprises a plurality of identical planting modules. Each planting module comprises a water storage layer, a supporting layer and a matrix layer which are sequentially distributed from bottom to top. Each supporting layer comprises a grid plate and a plurality of siphon tubes fixed to the lower portion of the grid plate. The two ends of each siphon tube are open. The siphon tube is filled with a water-absorbing material. The plant planting device solves the problems that droughts are caused due to small rainfall and waterlogging is caused due to large rainfall in the prior art. The plant planting device fully uses rainwater and prevents waterlogging. Water-isolation material layers are laid so that water can be prevented against infiltration. Thus, when the saline-alkali content in the matrix layers is too high, the matrix layers can be diluted by filling water to the water storage layers through a water inlet pipe. When Chinese chive maggots or other pests which can not be fundamentally eradicated easily are hidden in the matrix layers, water or water mixed with biological chemicals or water of Chinese herbal medicine can be filled into planting units through the water inlet pipe and kept for a period of time, and the Chinese chive maggots and other pests are killed.
