The invention discloses a rapid underwater cofferdam and a construction method, wherein the underwater cofferdam comprises a fixation component with a cross section as an inverted U shape; a rubber layer is attached to an inner wall of the fixation component; the rubber layer is projected outwardly to penetrate through the fixation component wall; a compress cabin is set outside of the fixation component and the compress cabin is communicated with a projection; a compress ball with diameter larger than that of the projection is set inside the compress cabin; an evacuating device is communicated with a space formed inside the rubber layer through the fixation component wall; and the construction method is mainly to adopt negative pressure to fix the underwater cofferdam under water, so as to form a relatively enclosed space. The rapid underwater cofferdam and construction method have the advantages of rapidly realizing the construction of the underwater cofferdam and fastening the construction speed of repairing part of an underwater structure.
