The device consists of a chain plate transporter, a transporting frame device and a lifting machine, wherein the chain plate transporter consists of a belt decelerator, a transmission shaft, a motor, chain wheels, supporting shafts, supporting seats, a transmission chain, pin shafts, chain plates and a supporting frame; the transporting frame device consists of electromagnets, roller wheels and a transporting frame body; the lifting machine consists of a central shaft, connecting rods, a lifting platform, small hydraulic cylinders, a pushing plate, a pushing rod, large hydraulic cylinders and a base frame. Through lifting and lowering the small-scale pleasure-boat, the small-scale pleasure-boat can successfully drive through the rubber dam, the device can continuously operate, and a tourist can continually tour urban watercourses without changing the pleasure-boat, so that the quality of touring the urban watercourses is improved to a certain degree; besides, the device has the advantages of being simple in structure, low in manufacturing cost, safe, reliable and the like.
