The invention provides an outdoor icing observation scaffold for multi-voltage-level type high-voltage power transmission lines, which comprises an observation scaffold body. The front surface and the back surface of the observation scaffold body are respectively provided with at least one window. The left side surface and the right side surface of the observation scaffold body are respectively provided with at least two windows. Insulator chains are suspended inside the windows on the front surface, the back surface, the left side surface and the right side surface of the observation scaffold body. According to the technical scheme of the invention, the icing observation problem of lines can be effectively solved, and the icing thicknesses and the icing features of wires, insulators and steel tower components can be truly observed. Therefore, the outdoor icing observation scaffold provides a basis for designing actual power transmission lines and is complete in icing observation function. The outdoor icing observation scaffold is coordinated in rigidity from top to bottom, clear in force transmitting effect, and relatively small in displacement, thus being better in resistance to strong wind, icing and other natural disasters.
