A combined workshop employed, a gas turbine generating set and a steam engine generating set which are arranged transversely in the combined workshop in parallel are arranged on low positions; in the gas turbine generating set, gas enters the upper portion in the axial direction, gas is discharged in the axial direction, the gas turbine generating set is arranged on a low position, and is of a layer structure; the steam engine generator set discharges gas in the axial direction, and is arranged on a low position in an island manner, and a steel platform is arranged around the steam engine generator island; a travelling crane and an unkeep place are arranged in the combined workshop; the side, of the steam engine generating set, being close to the gas turbine generating set is mainly provided with a high pressure main steam pipeline, a cold-reheat pipeline, a heat-reheat pipeline and a low pressure main steam pipeline, and an auxiliary steam pipeline, a water supplement pipeline, a condensate water pipe, an air pipe, an enclosed water pipeline and a gas turbine washing module; the other side of the steam engine generating set is provided with a condensate pump pit, two condensate pumps are arranged in the pit, a drain water expander pit is arranged next to the condensate pump pit, and a drain water expander and two drain pumps which are used for draining water outside the body portion are arranged in the drain water expander pit. The one-supporting-one multi-axis combined cycle thermal generator set combined workshop low-position arrangement structure can be installed and maintained conveniently, on the premise that the maintenance convenience is not affected, the land occupied by the main workshop and the volume of the main workshop are reduced, and initial investment on the combined cycle set is reduced.
