The method comprises: crushing raw materials, and screening; adding fly ash according to a certain ratio, and carrying out stirring homogenization; adding shale powder and coal powder according to a certain ratio, and mixing the ingredients; crushing and screening; aging; carrying out stirring plasticizing; preparing a billet; drying the brick billet; pre-heating the brick billet; firing; and cooling, and discharging from the kiln. According to the present invention, the preparation method is simple, the operation is easy, the garbage is recycled to save the land resources, the production cost is saved, the problem of difficult garbage landfill is effectively solved, and during the firing process, the sludge contains a certain heat, such that the coal consumption is reduced, and the cost is saved.
