The invention provides a pulsation vacuum preloading drainage device and a method of mucky soil soft foundation. The device comprises a vacuumizing main pipeline provided with a vacuumizing part, a one-way valve and a valve control part, and a bypass branch, wherein the vacuumizing part is connected with the one-way valve through a vacuum pipeline; the one-way valve is connected with the valve control part; the valve control part controls the opening/closing frequency of the one-way valve; the vacuum degree of the main pipeline generates high-frequency turbulence through periodical opening/closing of the one-way valve; a continuous vacuumizing effect of the vacuumizing part on the main pipeline is changed to an intermittent vacuumizing effect, so that airflows in the main pipeline are formed to high-frequency temporary pulse; two end joints of the bypass branch are respectively arranged at the two ends of the one-way valve; and when the one-way valve is closed, water currents pass through from the bypass branch to guarantee the continuity of drainage process. The device is easy to be installed and disassembled, is low in energy consumption, is excellent in effect, can be recycled, and is lower in cost.
