The invention discloses a hydraulic damper and a hinge. The hydraulic damper comprises a cylindrical cylinder body, a piston assembly, a seal assembly and an end cover, wherein the piston assembly, the seal assembly and the end cover are arranged in the cylindrical cylinder body in sequence from one end of the cylindrical cylinder body, and an oil return hole is formed in the piston assembly. The hydraulic damper further comprises a piston rod which penetrates through the end cover and the seal assembly in sequence and is fixedly connected with the piston assembly. The seal assembly is movably arranged, and the hydraulic damper further comprises a first buffering elastic element which is arranged between the seal assembly and the end cover. In the hydraulic damper, the first buffering elastic element can maintain pressure of operating fluid unchanged when the seal assembly moves. Therefore, a good buffering effect can be maintained even if the hydraulic damper is used frequently, and it is avoided that the operating fluid seeps due to temperature rise of the operating fluid.
