The invention discloses a device capable of controlling swimming and bathing of a baby. Four sliding rails are arranged on the inner walls of two opposite surfaces of a water tank, wherein two sliding rails are assembled on the inner wall of each surface; an inserting hole is arranged in each sliding rail, and a linkage device is arranged on the outer wall of each surface. The two sets of the linkage devices are respectively arranged on the outer walls of two surfaces of the water tank; bolts are configured at two ends of a cross part of each linkage device; the bolts can be inserted into the inserting holes; a pedal is configured at the lower end of a vertical part of each linkage device, and the pedal is connected to a fixed plate which is connected to the bottom side of the water tank; rod holes are arranged in each U-shaped rod; a cross bar is connected to top convex points of the two U-shaped rods; hooks are assembled at two ends of the cross bar; four end rods of the two U-shaped rods are respectively sleeved in the four sliding rails; and the bolts can be inserted into the rod holes; four ends of a supporting plate are connected to four ends of two brackets, and the supporting plate is capable of moving as the brackets move up and down; one end of each of two sections of lifting straps is respectively connected to each of two outer sides of a collar; retaining rings are respectively configured in the middles of the two sections of lifting straps; by virtue of the retaining rings, the lifting straps are telescopic; hanging rings are respectively connected to the other ends of the two sections of lifting straps; a left adhesive tape buckle is arranged on the left side of an opening of the collar; and a right adhesive tape buckle is arranged on the right side of the opening of the collar. The device is quite high in practicability.
