The invention relates to an ammonia water spraying method and device for an SNCR (Selective Non-Catalytic Reduction)-method denitrification system of a cement decomposing furnace. According to the method, at least one ammonia water spray nozzle, connected with an ammonia water supplying structure, arranged in each of ammonia water spraying units, which are at least distributed in two different temperature level parts, sprays ammonia water in temperature regions, from 850 DEG C to 1,050 DEG C, in the cement decomposition furnace from high temperature to low temperature, and the grain size of fog droplets or liquid droplets sprayed out of the ammonia water spray nozzles in the ammonia water spraying units located in a relatively-high-temperature level part should be greater than that of the fog droplets or liquid droplets sprayed out of the ammonia water spray nozzles in the ammonia water spraying units located in a relatively-low-temperature level part. The ammonia water spray nozzles at different temperature level parts spray ammonia water fog droplets or liquid droplets of corresponding different grain sizes, and the fog droplets or liquid droplets can be thoroughly mixed with flue gas passing through corresponding temperature level parts during decomposition and can be completely evaporated in a residence time for passing through the temperature level parts, so that the denitrification ratio of fully-completed denitrification reaction in the decomposition furnace is greatly increased, and the phenomenon of ammonia escape is reduced and avoided.
