The invention discloses a composite reinforcement rust-resistant agent. The composite reinforcement rust-resistant agent is characterized by being prepared by uniformly mixing nitrite and ethanolamine in a mass ratio of (5-15):1, and purities of the nitrite and the ethanolamine are more than or equal to 99 percent. The composite reinforcement rust-resistant agent has the advantages of performing repairing, forming a compact passive film on an anode to stop the corrosion reaction of the anode, acting on a cathode and forming an insoluble film on a cathode to stop the corrosion reaction of the cathode. The composite reinforcement rust-resistant agent has a relatively good rust-resistant effect on reinforcing steel bars and has a relatively low cost.
