The invention discloses a shoreside self-circulation type aeration dredging device for landscape rivers and lakes and a control method. According to the device, a drop aeration pool is built on the part, close to the side of the rivers and lakes, adjacent to a pump house, and a drop reaeration tank is arranged on the upper side of the drop aeration pool; overflow tanks are arranged on the two sides; and a siphon is arranged along a bank slope and a roadbed, the upstream end of the siphon is inserted into a sludge treatment pit, and the downstream end of the siphon is inserted into a sludge recycling pit. The method comprises the steps that a water pump is started to lift water to the first stage of the drop aeration pool, drop reaeration is carried out through the vertical flow drop reaeration tank and an orifice in sequence, and water flows back to the rivers and the lakes to drive a water wheel vehicle to conduct turbulent aeration; a rail type underwater dredging vehicle is remotely controlled to move in a closed-loop manner, and sludge is conveyed to the sludge treatment pit through dual mechanical arms on the two sides in a dredging manner; and a vacuum pump is started to evacuate air in the siphon, the siphon works depending on the pressure difference of an upstream water head and a downstream water head, sludge in the sludge treatment pit is discharged to the sludge recycling pit, and dredging is completed. The water reaeration rate is increased, bottom sludge is removed, and the water quality conditions of local water areas of the landscape rivers and lakes are improved.
