The invention provides an ice water accumulation cutting slope reinforcement and protection structure to effectively solve the problem that ice water accumulation cutting reinforcement and protection are difficult. The structure comprises main slope protection frameworks, auxiliary slope protection frameworks, hollow bricks, cohesive soil, composite waterproof and drainage plates, composite drainage plates, water-seepage blind materials, water-permeable geotechnical cloth, a drain hole and a slope platform. The main slope protection frameworks are buried in ice water accumulation cutting slope bodies, are perpendicular to lines and are arranged at intervals. The auxiliary slope protection frameworks are buried in the ice water accumulation cutting slope bodies and arranged between the main slope protection frameworks at intervals in an inverted-Y-shaped or arch-shaped manner. The hollow bricks are laid between the auxiliary slope protection frameworks. The cohesive soil is compacted in the hollow bricks. The composite waterproof and drainage plates are laid on cutting slope surfaces below the hollow bricks. The composite drainage plates are arranged on the two sides of the main slope protection frameworks. The water-seepage blind materials are arranged at the bottoms of the main slope protection frameworks and the bottoms of the auxiliary slope protection frameworks. The water-seepage blind materials are covered with the water-permeable geotechnical cloth. The drain hole is formed in the bottoms of the main slope protection frameworks. The slope platform is arranged at the bottoms of the main slope protection frameworks, and cutting slopes are arranged at the intervals of certain height.
