The invention discloses a device for strengthening and heightening a telegraph pole of a power grid. The device comprises a hoop device and strengthening devices. The device is characterized in that the strengthening devices are evenly distributed on the periphery of the telegraph pole; each strengthening device comprises a bracket; long pins are evenly distributed at one surface of each bracket to pass through the telegraph pole; a clamping groove is formed in the other surface of each bracket; a round rod of which the bottom is buried into soil is arranged in the clamping groove; and the round rod is locked on the clamping groove by a hoop through a fastener. The device has the beneficial effects that when the telegraph pole is strengthened by using the device and the construction method thereof, the device is convenient to use and high in practicability, is especially applicable to regions with poor soil, frozen earth and bad weathers of a typhoon, a rainstorm and the like, and is applicable to popularization and application; and manpower is saved.
