The invention provides a preparation method of a phosphorus slag compound modifier, belonging to the field of comprehensive utilization of solid wastes. The invention provides a phosphorus slag compound modifier which takes straw pulp alkaline papermaking black liquid and fly ash as main components, is used for phosphorus slag modification and is low in cost. Carbide slag and black liquid in the modifier can form a strongly alkaline excitation environment to the phosphorus slag, thereby being favorable for inhibiting delayed coagulation caused by P2O5. Activated SiO2 in the fly ash provides a nucleating point for hydration of cement clinker and also improves the effective water cement ratio, thereby further increasing the hydration speed of the clinker and promoting the increase of the early strength. The phenomenon of low-temperature delayed coagulation of the modified phosphorus slag micro-powder is effectively inhibited, and the doping proportion of the phosphorus slag in concrete as well as the early strength, impermeability and freezing resistance of the corresponding concrete product can be obviously improved.
