The invention relates to a photo-thermal device preventing an icy pavement and taking wind power generation as a power supply source and belongs to the technical field of application of road traffic safety facilities. A control device and photo-thermal device bodies are arranged on one side or each of two sides of a road passing a mountain pass between mountains, a wind power supply device is mounted in a windward position of a mountain, and a wind power storage device outputs current to supply power to the whole device; when the temperature and humidity information detected by a temperature and humidity detector is in a data range required for anti-icing work, the control circuit starts an anti-icing work procedure and delivers current to high-temperature bulbs in the photo-thermal device bodies through electric leads, the high-temperature bulbs start emitting heat energy, guiding radiation shields converge the heat energy emitted by the high-temperature bulbs and radiate the heat energy to an area in a set range on the pavement, a photo-thermal radiation area with set range and temperature is formed on the pavement, water vapor freezing is avoided on the pavement in the photo-thermal radiation area, and an ice layer cannot be formed on the pavement.
