Provided is a powder composition capable of achieving a tin oxide monolithic refractory which suppresses SnO2 volatilization in high-temperature zones from an early stage, and which also retains high corrosion resistance to slag. This powder composition for a tin oxide monolithic refractory includes SnO2, ZrO2, and SiO2 as essential components of a refractory mixture. The total content of SnO2, ZrO2, and SiO2 in the refractory mixture is at least 70 mass%. In the total content of SnO2, ZrO2, and SiO2, the proportion of SnO2 content is 55-98 mol%, the proportion of ZrO2 content is 1-30 mol%, and the proportion of SiO2 content is 1-15 mol%.
