The invention relates to anti-erosion anti-scouring low-carbon portland cement. The anti-erosion anti-scouring low-carbon portland cement is prepared from, by mass, 65-80% of portland cement clinker, 10-20% of metakaolin, 5-10% of white carbon black and 2-8% of gypsum. According to the anti-erosion anti-scouring low-carbon portland cement, the white carbon black is added and serves as gel components, resistance to erosion of SO4<2-> and ions in seawater is good, and resistance to the seawater scouring effect is also good. The anti-erosion anti-scouring low-carbon portland cement is used for harbors, wharfs, embankments, islands and other buildings in ocean engineering, the service life of the ocean engineering can be remarkably prolonged, and the anti-erosion anti-scouring low-carbon portland cement has great significance in development of the ocean engineering.
