The preparation method comprises the following steps: using reed pulp as a raw material, conducting acidolysis first, then conducting water bath digestion, centrifugation and pulverization to prepare microcrystalline cellulose, conducting alkali soaking and ultrasonography, adding phenethylene for etherification, and conducting drying and pulverization after etherification to obtain modified cellulose; oxidizing corn starch with a sodium hypochlorite solution, conducting acid soaking to obtain acidic oxidized starch; mixing the acidic oxidized starch with the modified cellulose, and uniformly mixing through a dispersing agent so as to obtain the modified fiber and starch based compound water reducing agent. Examples prove that the prepared modified fiber and starch based compound water reducing agent has the advantages that the raw material cost is low, the water reducing rate reaches 20-22%, no alkaline material is contained, no alkali-aggregate reaction is generated, and the strength of concrete is greatly enhanced.
