The invention discloses a telescopic excess pore water dissipation casing pipe and a construction method thereof. The telescopic excess pore water dissipation casing pipe comprises a plurality of casing pipe bodies sleeved together from inside to outside. A plurality of water inlet holes are formed in the pipe walls of the casing pipe bodies. A bottom disc is arranged at the bottom of the casing pipe body on the innermost layer and provided with hollow pipes, and a rotary blade is arranged at the bottom of the bottom disc. The construction method comprises the following steps that drilled holes are driven in a place; the casing pipe bodies are assembled; the assembled casing pipe bodies are rotated into the drilled holes; a ground piling layer is laid; the top ends of the hollow pipes are connected with a water pump, and the water pump is started for drawing water; and the casing pipe bodies are recycled. The telescopic excess pore water dissipation casing pipe can be used for carrying out preloading drainage consolidation treatment on a foundation, and a quick drainage channel is formed; a vertical drainage system is optimized, excess pore water is promoted to flow into the dissipation casing pipe in the horizontal direction, and the soil consolidation time is greatly shortened; and the number of the casing pipe bodies can be set freely, and easiness and convenience are achieved. After construction is finished, the casing pipe bodies can be recycled, and resources are saved. The construction method is simple and convenient.
