The device comprises a fixing frame, the fixing frame is fixed on a guardrail of a bridge, a water hose is arranged in the water flow of a river channel, when an infrared temperature sensor senses that the temperature of the bridge road is too high, a controller controls a second water pump to work, water in the river channel is pumped into a water tank, a water level sensor is arranged, when the highest point of the water level sensor is reached, water pumping of second water pump is stopped, a motor runs, a chain is engaged with gears, the gears drive a movable ring to move in order to make a support plate reciprocate between the gears, an atomization nozzle is arranged, an air blower blows out water mist to cool the bridge road and fall dusts on the bridge road, a solar cell panel is arranged to save resources, when the water level of the water tankreaches the lowest point of the water level sensor, the controller controls the first water pump and the air blower to stop working, the water tank is controlled to move to the lower side of a wateroutlet pipe, and next-time use or water supplementing of the water tank is facilitated, so intelligent water spraying and cooling are achieved.
