The invention discloses an arrangement method and structure of high-slope tailrace tunnel exit bulkhead gates. The center lines of gate grooves of one set of bulkhead gates at a tailrace tunnel exit and the center line of a tailrace tunnel are perpendicularly or obliquely arranged. When all the center lines of the gate grooves of one set of bulkhead gates coincide with a horizontal straight line A, a one-way gantry crane operation is adopted for the bulkhead gates, and when the center lines of the gate grooves of one set of bulkhead gates coincide with horizontal straight lines A and B correspondingly, two-way gantry crane operation is adopted for the bulkhead gates.
