The invention provides an arch type variable rigidity energy dissipation and seismic mitigation underground structure and a construction method and belongs to the technical field of underground structure seismic mitigation. The structure comprises an arch door type framework, an active variable rigidity device, a high damping rubber partition layer and an anchor cable. The arch door type frameworkcomprises a stand column, a continuous beam, a steel pipe arch, an arch upper supporting column, a rigid cushion block, a fixed pulley and a sensor. The active variable rigidity device comprises a square outer cylinder, a rectangular sliding block, a shape memory alloy wire and a rope tightening device. The top face of the rigid cushion block is aligned to the shape center of the bottom face of the square outer cylinder. A gap between the stand column and a soil body is filled with the high damping rubber partition layer. One end of the anchor cable penetrates through the fixed pulley and isconnected with the arch upper supporting column and the rope tightening device in a welded manner, and the other end of the anchor cable penetrates through the stand column and the high damping rubberpartition layer to be anchored in the soil layer stably. The martensite phase change shape memory effect of the shape memory alloy is utilized, the structure works together with the high damping rubber partition layer, rigidity is added to the framework structure actively, resonance between the underground structure and the soil body is avoided, and thus the underground structure has good seismicmitigation performance.
