The invention provides a flow regulating valve with a compact structure. A flow regulating valve (1) is provided with: a bottomed cylindrical housing (2) having a through-hole (60); a motor (4); and arotating disc (3) which is configured oppositely to the bottom (6) of the housing (2) and is capable of adjusting the degree of valve opening formed together with the through-hole (60) of the housing(2) by rotating; a rotating shaft member (7) that is attached to a rotating shaft (40) of the motor (4) and transmits a driving force to the rotating disk (3) by key coupling; a spring (12) that is disposed between the rotating disk (3) and the rotating shaft member (7) and biases the rotating disk (3) against the bottom (6) of the housing (2); and a seal member (11) for sealing between the outerperiphery of the rotating shaft member (7) and the inner periphery of the housing (2). A protruding part (32) extending in the axial direction is formed on the rotating disc (3), a rotating disc sidekey combination part (32b) is formed on the protruding part (32), a concave part (70b) allowing the protruding part (32) to be inserted in the axial direction is arranged on the rotating shaft component (7), and a rotating component side key combination (74) is formed.
