Disclosed is a method for using a ground-operated manual shutter opening and closing operation device. A limiting plate is arranged on one side of an upright post; positioning holes are uniformly distributed in the front end of the limiting plate; a limiting rod is arranged on one side of the limiting plate; a pin shaft is arranged between the rear end of the limiting rod and the limiting plate; apositioning hole is formed in the rear part of the limiting rod; a handle is arranged at the front end of the limiting rod; a pull rod is vertically arranged above the front end of the limiting rod;the lower end of the pull rod is connected with the limiting rod into a whole through a connecting piece; a first connecting rod is arranged on one side of the upper end of the pull rod; a connectingpiece is arranged between the front end of the first connecting rod and the upper end of the pull rod; a shaft sleeve is arranged at the lower end of the first connecting rod; a second connecting rodis arranged on one side of the first connecting rod; a shaft sleeve is arranged at the lower end of the second connecting rod; a rotating shaft is coaxially arranged between the shaft sleeve of the first connecting rod and the shaft sleeve of the second connecting rod; and a third connecting rod is arranged on one side of the upper end of the second connecting rod. The method is not limited by on-site space, no air cooler overhaul platform needs to be specially arranged, and a person can directly open a shutter on the ground without reaching an air cooler overhaul platform.
