The invention relates to the field of traffic management, in particular to a sidewalk and roadway traffic management device comprising a machine body. A first rotating cavity is formed in the machinebody; a first helical gear is arranged in the first rotating cavity; a first shaft extending downwards is fixedly arranged in the center of the first helical gear. A first working cavity is formed inthe lower end of the first shaft; and a motor is fixedly arranged on the lower wall surface of the first working cavity. The invention provides the traffic management device for sidewalks and roadways, the traffic between the sidewalk and the roadway can be automatically managed and controlled; the roadway and the sidewalk are respectively blocked in a proper time period through handrails; pedestrians and vehicles are prevented from running the red light by utilizing special handrails which cannot be crossed, so that traffic orderliness is ensured and traffic accidents caused by running the red light are avoided.
