The method comprises the steps that S1, a working surface is cleaned, a working cushion layer is laid, and then a gravel cushion layer is laid; S2, the pile position of a plastic drainage plate is measured, and a plate inserting machine enters the field; S3, the plastic drainage plate is installed; S4, the plastic drainage plate is inserted; S5, the plastic drainage plate is cut off, moved and then inserted; and S6, a roadbed is detected, and surface vertical and horizontal displacement is carried out. The method has thefollowing advantages and effects that a soft foundation can be cured through the arrangement of the plastic drainage plate, and meanwhile, the consolidation time of the soft foundation can be greatlyshortened; on the other hand, through the structural design of a prefabricated shoe head and the plastic drainage plate, the retreating distance of the plastic drainage plate can be reduced during plate insertion, sand therefore the quality of plate insertion is ensured.
