The invention discloses a grouting type anchoring foundation with an inner bag and an outer bag and a construction method thereof. The grouting type anchoring foundation comprises steel pipes, an inner bag, an inner grouting body, an outer bag, an outer grouting body, a plurality of holes, an anchor head, an annular end and an anchor chain. Bag openings are arranged in the two ends of the inner bag and the two ends of the outer bag respectively, the bag openings in the two ends of the inner bag are bound and fixed to the steel pipes located at the two ends of the multiple holes respectively, and the bag openings in the two ends of the outer bag are bound and fixed to the two ends of the steel pipes respectively. The steel pipes and the inner bag are filled with the inner grouting body, andthe space between the inner bag and the outer bag is filled with the outer grouting body. The inner bag and the outer bag are arranged, the strength of the inner grouting body is greater than that ofthe outer grouting body, the requirement for stress concentration when anchor chain tension acts on the steel pipes is met, the inner grouting body and the outer grouting body are not liable to damage and fail under the action of loads and the safety of the grouting type anchoring foundation is improved.
