The system comprises a central controller, an infrared induction unit, a wireless communication module, a power supply module, a detection data processing module, a GPS module, a GPRS module, a mobile client, a storage module and a public toilet information management unit, wherein the infrared induction unit comprises an infrared induction module and an infrared scanning module, the infrared induction unit is used for carrying out infrared induction and infrared scanning of a public toilet pit, and collected data are transmitted to the central controller through the infrared induction module and the infrared scanning module. The central controller, the infrared induction unit, the wireless communication module, the power supply module, the detection data processing module, the GPS module, the GPRS module, the mobile client, the storage module and the public toilet information management unit are used incooperation, the real-time use condition of a public toilet can be monitored, so people can check the spare public toilet through the mobile terminal, and use efficiency of the public toilet is improved while convenience is brought to people.
