The invention discloses an industrial torch water-sealed tank sewage on-site purification and cyclic utilization system and method, wherein the system mainly comprises a pretreatment unit, a thermal oxidation unit and a gas-liquid separation unit; the pretreatment unit, the thermal oxidation unit and the gas-liquid separation unit are connected in order; the pretreatment unit is arranged behind awater-sealed tank and mainly comprises a solid settling unit and/or a filtering unit, and the thermal oxidation unit is provided with a preheater and low-temperature catalytic oxidation equipment; thepreheater is provided with a cold stroke inlet, a cold stroke outlet, a hot stroke inlet and a hot stroke outlet, and the hot stroke inlet of the preheater is connected with a high-temperature purified gas outlet of the low-temperature catalytic oxidation equipment through a pipeline; the cold stroke outlet is connected with a fluid inlet of the low-temperature catalytic oxidation equipment through a pipeline; an inlet of the gas-liquid separation unit is communicated with the hot stroke outlet of the heat exchanger, a liquid-phase water outlet of the gas-liquid separation unit is communicated with a water-sealed tank pipeline and a post-treatment pipeline, and a gas outlet of the gas-liquid separation unit is used for discharging ultra-clean exhaust gas.
