The invention provides a vehicle engine hood hinge and a vehicle. The vehicle engine hood hinge comprises a base and a rotating arm, wherein the base is provided with a first stopping and blocking part, the rotating arm is suitable for being connected with an engine hood and rotating along with the engine hood, is rotatably connected with the base and is provided with a second stopping and blocking part, and when the vehicle engine hood is closed, the second stopping and blocking part and the first stopping and blocking part perform stopping and blocking to limit moving of the rotating arm atleast in the X direction and the Y direction of the vehicle. According to the vehicle engine hood hinge and the vehicle, by means of coordination between the base and the rotating arm, a position-limiting effect can be performed on the engine hood, the engine hood can be prevented from penetrating front windshield glass, so that the vehicle driving safety can be improved; and in addition, vibration of the engine hood hinge and the engine hood also can be reduced, and noise generation can be avoided, so that the vehicle driving comfort is improved.
