A prestressed steel strand is arranged between a fixed endanchorage device and a tensioning end anchorage device between adjacent tensioning wall columns, the prestressed steel strand is positioned in a ring beam framework to connect the tensioning wall columns into a whole, the tensile performance of reinforced concrete is improved, the foundation ring beam is eccentrically arranged, and the additional bending moment and shearing force generated by stored materials in the warehouse on the foundation ring beam can be effectively reduced. The prestressed steel strand is arranged outside the section centroid of the foundation ring beam, so that the generation and development of cracks can be effectively resisted, the foundation is prevented from being damaged due to insufficient rigidity, meanwhile, the usage amount of non-prestressed steel bars can be obviously reduced by using the prestressed steel strand, the construction difficulty is effectively reduced, and the construction cost is reduced.
