The vehicle lifting and parking device comprises a loading plate, a driving roller, a lifter, a transmission device and a clutch; the loading plate is generally in a plate shape and used for bearing vehicles to be parked; the driving roller is arranged on the first side of the loading plate, and the driving roller rotates under the drive of driving wheels of the vehicles to be parked; the lifter is installed on the loading plate, the clutch is arranged between the lifter and the driving roller, and the lifter is connected with the transmission device; when the driving roller rotates forward or reverse, the loading plate is driven to fall or rise, when the loading plate reaches the upper limiting position and the lower limiting position, the clutch works, and the driving roller is separated from the transmission device to protect the vehicles from moving forward and backward and achieve the purpose of not damaging the vehicles, the vehicles are parked underground, convenience and safety are achieved, additional electric power for driving is not required, safety and reliability are achieved, parking resources are saved, the shortage of parking resources is eased, and the environmental quality of parking lots and individual users are changed.
