The invention relates to a highway asphalt pavement repairing construction device and a construction method thereof. The invention belongs to the technical field of road repairing. The device comprises a movable base, and a roller used for rolling a road surface is rotationally arranged on the movable base. Stand columns extending downwards are arranged on the bottom wall of the movable base in the vertical direction. A mounting plate is arranged on the stand columns in a sliding mode. A driving source used for driving the mounting plate to slide along the stand columns is arranged on the movable base. A scraping plate used for scraping the road surface is arranged on the mounting plate. After concrete for repairing is poured into pits of the pavement, the scraping plate is driven by the driving source to move in the vertical direction, the distance between the scraping plate and the road surface is adjusted, the movable base is moved, poured concrete is scraped to be flat by the scraping plate, then the concrete is rolled through the roller, then the maintained concrete is compacted, operation is easy and convenient, and the repairing efficiency and quality are improved.
