The invention relates to a building slant rectification and settlement promotion device and a construction method. The building slant rectification and settlement promotion device comprises a buildingfoundation and an anchor cable. A drill hole is drilled in the building foundation. The drill hole penetrates through a sand and gravel layer and a bed rock layer located in a foundation at the bottom of the building foundation in sequence. One end of the anchor cable is inserted into the drill hole and fixed through cement slurry, and the other end of the anchor cable is located outside the building foundation and is tensioned and locked through a work anchor.
