The invention discloses a portable and movable plate laying and transferring device which comprises a lengthened rod, a guide rod, a self-lock spring balance device, an air pump case, a vehicle body box, a balance frame and a stand column. Universal wheels are installed on the two sides of the bottom of the vehicle body box. A fixing bottom plate is installed at the bottom of the air pump case, hinge clamping grooves are formed in the corners of the two sides of the fixing bottom plate, one ends of arm plates are installed in the hinge clamping grooves in a hinged manner, and fixing pins are installed at the hinged positions of the arm plates and the hinge clamping grooves. The balance frame is installed on the other side of the top of the stand column. By means of the portable and movableplate laying and transferring device, the vehicle body box is installed, the universal wheels are installed at the bottom of the vehicle body box, widened supporting frames which can be drawn to be adjusted are additionally arranged on the two sides of the vehicle body box, the widened supporting frames can be used for pushing and dropping floor tiles needing to be laid, the floor tiles can be transferred to any position at will along with moving of the vehicle body box, the problem of time waste caused by carrying the floor tiles back and forth in the laying process is avoided, and the laying efficiency is improved.
