The invention discloses an underwater spouting wall-fixing construction device which comprises a hollow drill rod in which cement paste flows, a drill bit, at least three rotating blades and at leasttwo hollow pipes which are crossed and communicate. The bottom of the drill rod is fixedly arranged at the intersection of the upper end faces of the hollow pipes, and the drill rod communicates withthe multiple hollow pipes. The upper end faces of the two ends of the hollow pipes are provided with multiple spouting pipes and baffles, a vertical supporting rod is arranged at the intersection of the lower end faces of the hollow pipes, the supporting rod is sleeved with a first connecting piece, the first connecting piece is fixedly connected with at least three first connecting rods which arehorizontally arranged, a plastering mechanism is arranged at the outer end of the first connecting rod and used for plastering cement paste sprayed by the spouting pipe on the hole wall, each rotating blade is fixed on the surface of the supporting rod, and the drill bit is fixed at the bottom end of the supporting rod. The device has the beneficial effects that the cement paste is plastered andsmeared after being sprayed, so that the cured cylindrical cement wall has the characteristics of uniform wall thickness, uniform density and good structural strength.
