The invention discloses a dielectric ceramic material with adjustable dielectric constant and dielectric loss, and a preparation method thereof. The dielectric ceramic material is characterized in that the nominal chemical molecular formula of the dielectric ceramic material is (Lu0.5Nb0.5)xTi1-xO2, and the value range of x is 1.0-2.0%. The dielectric ceramic material is prepared through a solid-phase sintering process, and the dielectric constant and dielectric loss of the dielectric ceramic material can be regulated through annealing treatment. The preparation method mainly comprises the following steps: 1) weighing rutile TiO2, Lu2O3 and Nb2O5 powder according to the nominal chemical molecular formula of (Lu0.5Nb0.5)xTi(1-x)O2; 2) carrying out ball-milling, drying and secondary ball-milling, 3) carrying out granulation, tabletting, rubber discharging and sintering to obtain titanium dioxide-based ceramic, and 4) annealing at 1000-1250 DEG C for 2-5 h to regulate the dielectric constant and dielectric loss of the titanium dioxide-based ceramic. The preparation method is simple, good in repeatability, high in yield, low in cost and suitable for promotion and application.
